The Over Lord Inves, as dubbed by Ryoma Sengoku, are the rulers of Helheim and the other Inves. According to DJ Sagara, a few of the former humans that resided in Helheim gained transcendent power, thus becoming the Over Lords of Helheim.
So far, only seven examples are known. Lapis, who was revealed to be both from Helheim and an Over Lord, seemed to have escaped from his homeworld before the Forbidden Fruit's plants took over the city, and thus stayed on Earth in a shadow, as well as creating his own alternate world with a special bracelet on his left hand prior to escaping Helheim.
Prior to escaping Helheim and creating a Soccer World, Lapis unknowingly caused a shape-shifting evil entity to be created by an Over Lord in times past, which later becomes the golden Kamen Rider Mars (also known as Kougane in human guise), who appeared along with him on Earth. Over Lord Inves are able to control all of Helheim to their whim, meaning that they can control Helheim's flora and fauna to do what the Over Lord Inves wants. It should be noted that the Over Lord Inves are notoriously lazy when compared to other rulers, letting Helheim slowly consume worlds while they sit around in the shadows. However, when provoked, they will not hesitate to attack and show tremendous power. They also refer to themselves as Humans, call humans "apes", and the Over Lord group that the Riders of Zawame have encountered call themselves the Femushinmu.
Publication Information
At one point, Mitsuzane Kureshima can be heard describing them using this term while speaking with Redyue, one of the Over Lords. A human can also gain Over Lord powers if he uses the power of the Forbidden Fruit, such as in the case of Kouta Kazuraba due to him using the Kiwami Lockseed created from a seed of the Forbidden Fruit.
Or, eating a Helheim fruit after gotten hit by an Over Lord's poisonous attack, such as in the case of Kaito Kumon. Mai Takatsukasa held humanity's Forbidden Fruit as the Woman of the Beginning when Rosyou infused it into her before his passing, who then gave it to Kouta to consume after he was the last man standing in the race to become the Man of the Beginning.
Super Hero Taisen GP : Kamen Rider 3
In an alternate timeline created by Shocker's History Modifying Machine enacting an assassination of the Double Riders by Kamen Rider 3 in 1973, at least one Over Lord, Demushu, was among the many monsters that served the evil organization which ruled the world in this timeline. During the final battle against the Kamen Riders, Demushu was destroyed by the unbrainwashed former Shocker Rider, Gaim.

Demushu, Kaito Kumon (Red Armored Rider & Phoenix) : All three of them are power seekers and dies afterwards. Demushu is the first Over Lord Inves encountered by Kaito and he considers Kaito as his archenemy. Also, Demushu and Phoenix were rebellious towards their leaders and grew stronger in every battle.
Redyue
Redyue, Mitsuzane Kureshima (Green Armored Rider) & Gremlin : Three of them are conspirators trying to overthrow their superiors. Mitsuzane busted Redyue's trap when she led them to the forbidden fruit. Also Redyue's playful and wise but destructive nature reflects Gremlin. In the end, Mitsuzane, whose being misguided by Yggdrasill's influence (particularly by Ryoma and Sid, and become just like his and Takatora's father, Amagi), realized he's been repeating a same mistake like his father was, then his brother when he was manipulated by Ryoma, such having Mai falls into a wrong hand Mitsuzane had been allied with many times.
Rosyuo

Rosyuo saved Takatora when he was lost in the forest. Also, Rosyuo's desire to revive the Over Lord Queen was similar to Wiseman/Fueki trying to revive his daughter. Luckily, after discovering the Child care is an experimental place for children to work for Yggdrasill in he future, forever, by Takatora and Mitsuzane's father, Amagi Kureshima, Takatora later reminded what Kouta said if he shows mercy towards the victim like Hase was, think about restarting to find a way to save humanity in finding a cure without any sacrifices like Hase and Yuya before.
Dyudyuonshu
Dyudyuonshu was one of the last survivors of the Femushinmu civilization, having been transformed into a dark green Over Lord Inves before slaughtering countless weaker members of his kind when his world was touched by the Helheim Forest. Dyudyuonshu is summoned by Redyue to aid Mitsuzane in killing Kouta Kazuraba. Putting up more than a fight than Demushu, Dyudyuonshu was able to even be on par or stronger than Kachidoki Arms.
Grinsha
Grinsha was one of the last survivors of the Femushinmu civilization, having been transformed into a white Over Lord Inves before slaughtering countless weaker members of his kind when his world was touched by the Helheim Forest. He is summoned by Rosyuo to assist Redyue. Under Redyue's leadership, he is ordered to capture a civilian for a sacrifice.
Shinmugurun
Shinmugurun was one of the last survivors of the Femushinmu civilization, having been transformed into a dark green Over Lord Inves before slaughtering countless weaker members of his kind when his world was touched by the Helheim Forest. He was sent by Redyue to accompany Mitsuzane to kidnap Mai.
Femushinmu Civilians
These Over Lord Inves were civilians of Helheim. They were never seen in monster form, regardless of whether they had one or not.

Lapis is
Armored Rider Kamuro who appears in Kamen Rider Gaim: Great Soccer Battle! Golden Fruits Cup!. Lapis shifts Earth into a new world, free of the Inves invasion, while having soccer tournaments due to the boy discovering a soccer ball and learning about what soccer is. His real name is Shamubishe, a resident of the former Femushinmu civilization and sealed himself and Kougane, the artificial Golden Fruit that corrupted the Femushinmu and helped cause their extinction.
Over Lord Queen
The Over Lord Queen is the female Over Lord Inves who first appeared after Rosyuo's death. She was the designated Woman of the Beginning of the Femushinmu. As the bearer of the Golden Fruit, the Queen believed in Rosyuo's belief to save the rest of the Femushinmu against the Helheim Invasion.
Over Lord Inves Originating From Earth
While not officially classified under Over Lords on the official TV-Asahi website, these three managed to gain an increase in strength, the ability to control the flora of Helheim, and managed to retain their sentience, much like the Femushinmu Over Lord Inves.
Kouta Kazuraba
Kouta Kazuraba also written as Kota Kazuraba in different publications, is one of the main characters and the main protagonist as well as the titular character of the Kamen Rider Series installment, Armored Rider Gaim. He first gains the ability to transform by accident when he finds the Sengoku Driver, being called Armored Rider Gaim by DJ Sagara.
Lord Baron
Lord Baron is an Over Lord Inves form Kaito assumes after the infection caused by Redyue is sped up and he eats a Helheim Fruit, resulting in him becoming a stag beetle-esque Over Lord Inves. In this form, Lord Baron has a similar appearance to Kamen Rider Baron's Banana Arms and his personal weapon is the Guronbaryamu, a sword bearing a similar resemblance to Demushu's Sheimu.
Tyrant (Alfred)
Alfred is Shapool's butler whom in reality is secretly a criminal who wants to take over his "master"'s fortunes, until he clashes toe to toe with Kaito Kumon, a.k.a. Armored Rider Baron. He gains a Genesis Driver and becomes Armored Rider Tyrant using the Dragon Fruits Energy Lockseed, which however, turned him into an Over Lord Inves named Tyrant because of the Lockseed's origin.
Woman Of The Beginning
These "Over Lord Inves" had the honor of being the container of the Golden Fruit in their bodies.
Over Lord Queen

Mai Takatsukasa
Mai Takatsukasa is an aspiring pro dancer, a childhood friend of Kaito, and one of Kouta's closest friends. It is hinted early in the show that she contains feelings for Kouta. She later puts herself into harm's way, sharing his ideals of hope. Mai is essentially the second in command for Team Gaim and desires for their team to be at the top of the Inves Game rankings so that she and her team can dance the way they want to.
